Create necessary accounts.
Create new project.
Create groups in the project and add required accounts to these groups, as needed.
Create new template in the project, and set up permissions on this template for your groups.
Create required states inside the template.
Set transitions between created states.
Create required fields for any of your states.

These steps are also described in details in 'Example' chapter.

I have configured a template, but still don't see 'Create' button.

Please double check the following:

Project must be "active" (not "suspended").
Template must be "active" (not "locked").
Template must have at least one state of "Intermediate" type, which has to be marked as "Initial".
User must have permissions to create record using this template (be a member of at least one group, allowed to create such records).

I granted permission to view records of my template to required group, but its members can't see any of the records I've created associated with that template.

When new user is created, he gets two predefined filters - "All assigned on me" and "All created by me". First filter shows only records, that are currently assigned on the user. Second one shows only opened records, created by this user. Both filters are activated by default, so any new user sees only records, which are assigned on him, or were created by him and are not closed yet.

Probably your users do not see records you have created because these records are just filtered out. Please check the filters enabled.
